Mr. Nakasu’s practice emphasizes environmental and land use law. He has represented many clients in environmental and land use matters involving various regulatory agencies including the California Coastal Commission, Department of Toxic Substances Control (DTSC), Regional Water Quality Control Board (RWQCB), and others. He has advised clients on regulatory compliance issues involving all environmental statutes and regulations including CEQA, the Clean Water Act, the Clean Air Act, and the Fish and Game Code. His experience in these practice areas also includes litigating claims under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resources Conservation and Recovery Act (RCRA), and the Hazardous Substance Account Act (State Superfund).
In addition to his specific environmental and land use experience, Mr. Nakasu has general experience in many other areas of law. These include insurance coverage and defense (environmental, medical malpractice, and automobile), real property (transactional and litigation), business litigation, civil tort litigation, family law (dissolutions, child custody and visitation, support, pre-marital agreements and adoptions), probate, wills and trusts, and appellate work (including appellate briefs to the California Supreme Court and the United States Supreme Court).
Previously, Mr. Nakasu served as Chief Operating Officer for United Calling Network, Inc., a licensed California public utility and federal local exchange carrier (telephone company). He was also General Counsel for the telephone company. In this capacity he gained experience with the Federal Communications Commission (FCC) and the California Public Utilities Commission (PUC), and he advised his clients on the regulatory and administrative issues faced by communications (voice and data) providers and internet providers. He still advises these types of companies, such as internet access providers, voice over IP providers, and movies over IP providers.
Mr. Nakasu was previously General Counsel for two indoor shooting ranges, JR’s Shooting Range (North Long Beach) and On-Target Shooting Range (Laguna Nigel). As General Counsel to these businesses he advised them on legal issues relating to range and firearm retailer (FFL) operations, as well as regulatory compliance issues relating to firearm sales, use, zoning, and environmental regulations.
Mr. Nakasu received his bachelor’s degree in criminal justice from California State University Long Beach. He earned his law degree from Southwestern University School of Law. Mr. Nakasu is also licensed to practice law in the State of Hawaii.
