Local Officials Concerned By Early Release Plan Los Angeles WAVE News LYNWOOD — A new state law that calls for the early release of some state prison inmates could have serious implications for local cities like Lynwood, Compton, Willowbrook, South Gate and South Los Angeles. Under Assembly Bill 109, which took effect Saturday, California counties must now house those convicted of non-violent, non-serious, non-sex offender crimes in county jails, rather than holding them in state prisons. At the same time, newly paroled prisoners meeting the same criteria will become the responsibility of county probation officers rather than the state Department of Corrections and Rehabilitation.
